In a large skillet pan, add the ground beef, mini pepperoni, green pepper, onion, garlic, and salt. Cook and crumble until the beef is no longer pink. Drain the extra grease.
Add the beef broth, pizza sauce, water, tomato paste, Italian seasoning, and basil. Bring to a boil.
Once boiling, add the dried small shell pasta and bring to another boil. Once boiling, cover the pot with the lid and reduce heat to medium-low. Cook for 20 minutes.
